The Coastal Ocean Currents Monitoring Program (COCMP) is creating a state-wide network of instruments to monitor coastal surface currents in real time and provide current forecasting capabilities.

In 2002, California voters approved two propositions (40 and 50) directed toward water quality issues. A portion of the funds were designated for creating the infrastructure to monitor surface currents in real time.
