  planning for the upcoming funding proposal\, including the anticipated NO
 FO timeline and adjustments needed to align current spending with projecte
 d funding levels. The Ocean Protection Council shared updates on its strat
 egic plan\, Proposition 4 funding\, and ocean science programs\, while NOA
 A representatives provided updates on agency priorities and leadership cha
 nges. The Council also reviewed budget allocations for ocean observing pro
 grams and discussed governance and outreach efforts\, including new member
